Most criminals use iOS and Android, not GrapheneOS. The portion of criminals in our userbase is likely smaller than Android. The state making extraordinarily claims has not provided evidence.

Do you really think people who resort to dealing drugs for a living are frequently installing GrapheneOS on their phones? It's believable that a few high level people use it, but not that it's a popular OS among drug users/dealers. No evidence is provided. They're mad there are some phones they can't extract data from.
