The COP28 conference going on right now is in Dubai. There’s zero chance that this photo is of Dubai. Googling it, it’s of the Munich airport, which was closed due to a snowstorm. Germany gets winters storms which close airports, has for as long as there has been air travel. The language of ‘global warming’ has been dropped because although the average temperature is going up, it’s really more like disruption of the global climate system causing more extreme weather. That includes sometimes more snow or colder weather than we saw before.

Yeah the article said they were departing Munich for the conf in Dubai.
But in any case, these people *are* flying private jets. The one thing I can be sure of is that reducing greenhouse gas emissions is not high on someone's priority list if they fly a private jet.
In The Ministry for the Future there’s an radical environmental group which starts using micro-drones to down private jets. At least in fiction, it only took a few jets being taken down before people stopped flying them.
