The state consists out of both.
I think few are actually aware of the fact that they're stealing legally because they don't see it. They justify it by telling themselves "we keep everything going".
Then, doctors, scientists, pharmacies, etc perpetuate it by blindly following what their state-owned school said and thus, they are incompetent while having a degree in their field. These jobs are all about obeying the state or they won't get funded. And those that realise what's going on also justify it to themselves somehow so they can feed their family.
Because I agree that the state is a gang of thieves I don't think it is a problem that they are incompetent. I'd rather a bumbling thief than a cunning one. Unfortunately, there are too many cunning monsters with power
