Tick, 💯. Probably brown dog tick or black legged deer tick. In the Midwest US where I am they've been bad the past few years and probably going to be even worse this year due to the mild winters.

Get one of those tick removal tools... They're cheap, just plastic spoons with a V cut in them. There we'll worth the tiny investment.

Check dogo regularly after being outside or once a day or two.
