Do relays enforce a time window for 'created_at' of submitted events? Can now write an event to a relay that is from a year ago?

When I did this, it actually created like 5000 posts going back several months. So I guess it’s possible to back-date.

Its up to the relay implementation really, but the majority will no accept events create a time ago
Not generally. Many relays will allow you to publish old events. It's relay dependant. Some purge old events. Many people exported their Twitter data and imported it into Nostr though.
This used to be a NIP but it was deleted. So no standard, its relay's choice. It would be nice if the relay would reveal this via NIP 11
I guess the gist is: some, but there is no way of knowing
