I have a question I'm not sure where to look for an answer.
Bitcoin's target block time is 10 minutes, but what does it use as a reference point?
What clock does it look at as the source of 'truth'?
I was thinking, and I could be way off, that Bitcoin is the clock.

That's the only thing that makes sense to me. Otherwise the network would be at the mercy of whoever controlled the clock it references to determine the difficulty setting.
