Their concern is not being left out. They buy when its high because they think they are getting left out and want to be a part of what everyone is doing. Then they don't buy when its low because they think buying will leave them left out since the concensus hasn't signaled it is good. Same reason they line up for untested medical experiments. Same reason they'de walk off a cliff if the news told them to.
