Who is *we* in “What we actually have to get to are the people who are organizing and paying for these attacks and protests. The people actually throwing the molotov cocktails are the foot soldiers. We need to go after the generals.”? How do you understand these sentences?

So it's your opinion that people damaging private property should not be caught or punished? What else is he supposed to say? Not sure how you turned his statement from common sense into a threat? By "we" I assume he means people who agree that such behaviour is not OK.

Of course, it is NOT. However, it's not his responsibility to pursue anyone-that task belongs to the designated authorities (from the police to whatever). Using 'we' in this context is excessively presumptuous. You can defend him however you want.
