So it's your opinion that people damaging private property should not be caught or punished? What else is he supposed to say? Not sure how you turned his statement from common sense into a threat? By "we" I assume he means people who agree that such behaviour is not OK.
Of course, it is NOT. However, it's not his responsibility to pursue anyone-that task belongs to the designated authorities (from the police to whatever). Using 'we' in this context is excessively presumptuous. You can defend him however you want.
