If he uses non-kyc exchanges for his btc, and uses Wasabi coinjoin to swap for Monero for spending, then who freezes the funds and how??

Or he meant that he swapped monero for btc and then used wasabi coinjoin for payment when buying a giftcard at which point the giftcard merchant froze the funds?
