Actually, it works only with cheap teas. Really good Chinese teas are no cheaper than Japanese, they can even be much more expensive.
It refers to tea leaves before processing. Labor in China is still cheaper than in Japan, and the soil fertilization standards are different as well. Of course, the leaves will still be tested for pesticides, but there’s no guarantee it will be done thoroughly.
