Newbie question: when paying a lightning invoice, a network fee is added to the amount paid by the sender, but is a network fee deducted from the receiver as well?

For example: Bob sends Alice an invoice for 20,000 sats. Alice pays the invoice by paying 20257 sats from her lightning wallet (20,000 sats to Bob + 257 for the network fee).

In the example above does Bob receive 20,000 sats, or does Bob receive 20,000 - network fee on Bob's end?

No, the network fee is paid by sender. If receiver created an invoice of 20k sats, they will receive 20k sats

Thank you for clarifying this for me. When testing this out by paying an invoice to myself, I noticed the network fee was added to to the sender side, but I did not receive the full amount requested in the invoice.

I'm experimenting with #AlbyHub so maybe @`Alby` can explain why I didn't receive the full amount as requested in the invoice?
