Fair point, but even if there was a community with some sort of decent culture, if they have already been disarmed what can they do? There's really no deterrant at all. Sufficiently trained/brainwashed police or soldiers have little to fear. Look at Hong Kong. The resistance there was kind of impressive & admirable, but completely futile. How many of those people were just "disappeared"? Hong Kong is now just part of China

If people are unified in their disagreement of the regime, whether violent, not non-violent, rulers topple. The governed are largely giving consent. I think that’s the main factor in regimes getting away with evil. In a study of violent vs non-violent movements, they found that non-violent ones were surprisingly effective.
