WeChat isn’t something I know much about, but doesn’t it accomplish the surveillance part of the CBDC value prop?

Mostly, but with a CBDC it's more direct. The government will have all the transactions in a ledger and it's programmable money, but for them, not for us. The CCP either has or can request WeChat transaction history. I'm sure the Chinese try to get cash or use bitcoin for transactions they think their gov. will look poorly on. The central banks want to take the latter options away.
