Yeah seems like a losing proposition. Looks like there's several wallets sending these transactions, and they're all being topped off periodically. Some are paying higher fees than others but they're all sending 546 sats. If you watch the incoming transactions on mempool.space you'll see all these $0.15 transactions coming in.

Is this possibly dust attacks? A wealthy entity trying to track users not using coin control

Hmmm, interesting idea. Somebody doing Tx tracing. I think if I were to do that I'd send a 1 sat ordinal and all wallets that don't recognize those or do coin control would just spend it. Just a string, a UUID, so it wouldn't be a big transaction size. Tainted money like traceable bills.
