What the hell is up with accounts that follow me, repeatedly, sometimes multiple times per day? Notification issue? Bots? Something else?

I get my account is a ghost town, I am new, but if I wasn’t interesting enough to keep a follower at 8am it sure as shit didn’t change by 6pm.
