people are spending less money and cash makes budgeting easier with it's concrete material substance

that and the very frequent outages and problems in the banking system mean there has to always be a fallback or business grinds to a halt! and that means no taxes

so... yeah, not really anything more than them realising their fantasy of tracking everyone is fatally flawed in the incompetence and lack of resilience of these centralised money-spying systems.
