Based on this definition, only the individual person can restrict its #freedom. Never any outside entity.

But for #liberty every one needs to work.

This I say since freedom is defined from within and can therefore only be restricted by our thoughts. Liberty on the other hand is external and is therefore not a natural given. But can be reached by working towards it and respecting the liberty of others.
