They should each just get X amount of time budget that decreases for every tick their mic is picking up sound.
You want to go on a steamroll fest and not answer directly? There goes your whole budget. You want to spend it all interrupting, go ahead. If the other guy is smart he'll kite you until you're out of budget and then leisurely answer in peace.
