Maybe it’s a catch all announcement to be like … we’re aiming at facilities only - so that when non-targets pop, they have some way to create an excuse? I don’t know.
Not sure but the axios report of the actual attack came through on my feed ahead of this “announcement.”

Perhaps as a last ditch effort to change everybody's minds.
- Bring the Iranians back to the negotiating table with better terms
- Make it harder for the Israelis to carry out the strike.
maybe it wasn’t a surprise attack.
They needed 200 bomber pilots to perform in the middle of the night. It might be better to prepare them and expect leaks than have the element of surprise
