Can Nostr serve as a way for people living under oppressive regimes to share and access information freely? If not, then what needs about the protocol to allow for this?

Yes, it can, only if its users want to.
Nothing needs to change except people's attitude.
I'observed that here, despite the loud claims of defying mainstream, like everywhere else people turn a blind eye when they pass by these things with the same excuses as everywhere else:
( It's not my problem - I don't know the whole truth - Perhaps it's exaggerated - I have enough on my plate - I'm not into politics - They should fight their own fight - There's nothing I can't do)
