They're stressed, or were stressed for a long time. Single bladed leaves are the indicator. Sometimes this happens when they've been flipped to flower, then brought back to veg (increased light duration).
Probably that. I think they sat inside their seedling soil too long.
Probably why they're not too big. I assume they'll still do well enough to harvest?
