If Italy really wanted young people to stop moving away, or even move in, they need to get rid of their pay-as-you-go pension system. Until then the negative feedback loop shall continue.

It's that pretty much the same as how social security works in the US? Because I'm pretty sure I'm never going to collect on the money I put into that system.
