The lottery thing sounds like recipe for chaos too. What if by some bad luck a bunch of pedos get mod? Also, so many of these blockchains claim to be censor-less, but they have turn off buttons literally ready to go. Nostr is fine, if you want to attach your shitty blockchain to it you can do it, no need to build a new network from scratch.
