Is there a way to make a note with a zap attached to it, such the person receiving the zap knows that it’s associated with *that note* and isn’t just a general zap to their npub? #asknostr

Ex. I’d like to get Odell’s attention for a question with a fat zap.

yes it’s part if the zap spec in nip-57. zap requests can include an optional e tag to indicate the zap is targeting a specific note (event) as opposed to just the person.

I think what he's asking about is say creating a regular kind 1 note that mentions another npub (Odell, for instance) and attach a zap to that mentioned npub to increase the chance they will see the note. So it would be a zap to someone other than the author of the note, which I don't think is possible currently. Certainly not supported by any clients I am aware of.
