No, they are kind of the opposite thing in many ways. An instant pot is a pressure cooker. They make things quickly while crock pots are not pressurized and cook slowly.

You absolutely don't need pressure cooker as a beginner, maybe crockpot would be nice if you'd like to follow recipes. But not a need. Keep it super simple, get one big kitchen knife, keep it sharp, one good pan and two pots and you'll have it all. If you're really into rice, a rice cooker is nice to have and cheap thing. But don't bother yourself with other stuff for a while.
