Hmm... In some aspects probably yes, but I think in a single situation there is no shame at all. Not every man is going to initiate because we all have our insecurities, past experiences or in this scenario because he's respecting a boundary that she can later withdraw.
Unfortunately society shames both men and women for multiple things, almost feels like no action is ever fully right for either, so we just got to do what feels right for us in the moment I'd think.

I think that’s somewhat true but there’s a catch. She may change her mind at any point during the night so she wants to set the expectation to the guy that nothing will happen to avoid disappointing him. But if something does happen, then it’s a pleasant surprise. That makes the most sense to me.
