That's essentially idea behind any content-addressed distribution system like IPFS, Gnunet and I assume I2P. The obvious problem with I2P and Gnunet is that it doesn't work out of the box in a regular HTTP environment as both require extra daemons with established P2P swarm. IPFS can fall back to a HTTP gateway but then it's nothing more than a CDN.
