I will give you an idea. The state there rents the means to fight the wild fires, such as firefighting helicopters and airplanes, from the private sector. The state has not its own infrastracture to fight wild fires. This is definitely capitalism.

That also means, when there are no wild fires, there is no income for those who rent this stuff. Do you see some dangerous motive somewhere?
