Who is "the comunity"? How are you going to decide who needs what or how much in order to distribute the resources without "inequalities"? What does "inequality" means?

Its a theory, its kinda like the theory of decentralization right? I like the tribal system for enactment of such policy
Tribal system works for tribes, meaning an extreamly small amount of people. And then, what happens when one tribe has to interact with the next one?
And about the first sentence, yes, it is a theory proven wrong once and again, and again, and again...

It looks like you're more anarchist, not communist. Anarchism and Communism are both left, but Communism is authoritarion and Anarchism is libertarian. Anarchism see the local community and 'affinity groups' as the foundation of the social, political and economic life of humanity; not the state or the individual.
