I'm not sure I understand the dichotomy. Specialization *is* centralization. Each part contributes to one whole.

I think we went too deep in specialization and achieved centralization in many areas.

Global trade allowed for specialization, if not demanded it, but centralization still persists, a prime example (no pun intended) is Amazon or Microsoft

Now maybe the US government will demand domestic specialization and centralization globally. Just a thought.
