So, what do we do against Bitcoin hash rate centralization?

Encourage mining outside the US. I think as soon as there's enough hashing going on in say Russia or China in addition to the US the ability for anyone to censor basically goes to zero.

Not sure what's stopping Russia from using a tiny part of it's energy output to build some huge mining farm somewhere remote

Why pick two is the worst regimes out there, though? Put your hash in Paraguay or, say, Norway. Sazmining offers both, for example, though they do seem a little dodgy to me.

Because they're enemies of the US. They would never implement US censorship.
