rate limiting by IP at intense throughput with exponential back off is better than rate limiting by pubkey

this should be aggressive thresholds though, if done; because, it shouldn't rate limit me from just commenting on everyone's post like i normally do

real spammers just create a new key pair for every message since that action is inexpensive
