Considering it has the third highest market cap definitely shows that it has a use case, and utility.

XRP is a transmission protocol not an asset.
Realistically it will be used as an intermediary to settle transactions but not the actual underlying asset itself.
I'm not familiar enough with Solana to tell you if it's an tool that would be beneficial for reserve assets.
We can split hairs on semantics but ultimately XRP is a security, and possibly the most promising vector for a future CBDC.
