What relays decide to store is their prerogative (especially if they are doing it for free!). It is there right (and duty?) to censor illegal content.
One day (soon) I would like my kids to be on Nostr… I would be willing to pay for a clean feed.

I believe Jaf refers to overall protocol safety in regard to mainstream perception.
Similar to how Satoshi didn’t want #bitcoin to be thought of as “money for criminals”, especially in the early days.
This makes sense as while there aren’t that many relays, clients and especially developers, a coordinated attack from nation states can seriously cripple #Nostr and get many innocent people in trouble.
That’s why extreme illegal activity is especially bad for us - it’s harder to take down after it’s out there, and it is the biggest red flag for the masses.
