Here in Australia Telstra have fitted WiFi access points into their payphones and provide free WiFi at those locations. I’ve never used it myself so I’m not sure about speeds & reliability. There are also other city wide free WiFi projects in some of the major capital cities and there is a government scheme to provide free broadband to disadvantaged families with children at school but eligibility for that is very limited.
