The system should track the amount in transition and add it to the on-chain amount as "Pending"

LND provides pretty good data on "pending" balances and "sweeps" but as Alby Hub is LDK, I don't know how easy it is to access that data.

If there is a discrepancy, then the on-chain balance cannot possibly be an on-chain balance.
