Russian tactics in this war are very strange, in my opinion. They have air superiority, so why aren't they carpetbombing Kiev? They have naval superiority, so why are they not shelling Odessa? Every time I've asked a Russian about this they've said something like they're holding back out of mercy, but I don't believe that.
