I think that's the real goal. The United States and the rest of the countries are so well informed that the best products can have legs!
Some places may still need to have tarrifs to prevent cheaper products supplanting a whole chain of jobs and development.
Hyundai and Korea did this in order to have a national car company. Korea successfully prevented all foreign cars from being imported in order to boost Hyundai and now Hyundai builds great cars in the United States based on their experience.
