An idea to make filters effective, instead of keeping them almost useless (because if miners don't care, they won't do much if I understand correctly): A bitcoin node that does filtering gets a block found by a miner who does not filter "spam". It will therefore not propagate it through the network for a full minute until it starts forwarding it, giving other miners that mine with the filter-software that additional minute to find a block that follows the own filtering rules? Would something like that work? This way, we use economical incentives instead of morales, which is the only thing that works without a huge effort, as of my current understanding. That additional minute is way more heavy than the little extra miner fee from the "spam".
