Probably not connected to the same relays

None of the follows stick on any apps. He's a new user and it should work right out of the box.

This happens when the client can’t find their contact list. It’s dangerous to create a new one because this could wipe out their contact list from somewhere that may be temporarily down.

Damus has a First Aid feature in settings to recover from this.

You are talking about a relatively brand new protocol that in many ways is still in beta testing, think of the internet of 1992 here

No, but there was/is overlap. I’d only expect using different relays in the two apps to mean there is some (hopefully temporary) inconsistency between the follow lists in the two apps. But like nostr:npub1ytezax9qxku0l975e3x9kd8xtn8v4cjcgv8wefrtz7c7324m3f0qd7559s said, new accounts should work out of the box. 😊
