There's very little cost to move client, run your own relay with backups, switch up relays, run behind payed relays, and your identity is cryptographically signed so you bring your identity with you with your private key, and users can identify you on different relays. Not at all like mastodon where your identity controlled by the server host.
They can still share blocklists of known-bad keys and mass relay block . The entire fediverse is divied by this
