On Android Orbot should work well, it can be set separately for apps :-)
Whether an IP is stored is really up to the implementation of a relay. My recommendation is to look at the relays you use, find out what software they’re using and review the code base on GitHub (or wherever their repository is). I use StrFry and it doesn’t record the IP address associated to any published notes.
