This change is not about finances. That would be more like removing the salary cap (how much money each team can spend on players each year).

Right now the team with the worst record gets to pick first in the Draft. This in incentivizes bad teams to sandbag their season so they can get a top pick. Making it random will remove this incentive and result in a better product for the people watching.
