Like anyone over 34 was born as member of the USSR, yes? And If one was well positioned to be trained or educated would that not happen in a place like Moscow, which has more resources?
On the same token, and to yout point, its basically sounds like the plot of Jack Ryan Season 3 😂 So I guess one can maks this stuff up!
I don’t think its good or bad. But I think birth place or passport don’t make you rusian. Its a state of mind (or rather absence of one) which makes one to be a rusian.
There are many people who had rusia passport in the past fighting for Ukraine - they just know who is a real enemy.

Well, there are different opinions. I personally don’t like this change at all, but I’m completely not an expert and certainly don’t have enough information to judge
And tbh unfortunately I don’t think it currently makes a big difference. The main part is “partners” support, and not even only US and NATO but all of them. Without it, even Genghis Khan or Caesar unlikely could make a difference :(
