Either created by the Fed, or now being taken over by the Fed.
Why would the fed create it if they they separate from government and do what they want ... more power ?

Not sure, just speculation. Maybe they didn’t know how powerful of a tool they were creating? Probably not made by the gov though..
I mean that totally possible they could have created it to keep they power
