It was one of the most ineffective and expensive boondoggles of the 1980s. And it was such a failure because it wasn't devised under a framework of evidence-based medicine, but experienced subject-matter experts. It was a slogan that Nancy Reagan thought was catchy, backed by large amounts of taxpayer dollars. What a surprise it didn't work, huh?

This is the exact same situation. Trump thinks he knows more about (insert topic) than anyone else, and therefore had no need to consult with addiction specialists, and relevant medical professionals. He got an idea in his pumpkin head, and now he's off to the races. This will be another huge waste of taxpayer money, and he'll have made no difference in anyone's life.
