I didn't think he cares about Ross either but it will be pretty easy to free him and will cost him no political capitol whatsoever. It might help his popularity/be beneficial to him. So I expect him to come through if he wins.

He doesn't need to care about Ross. He just needs to free him.
He doesn't have to care to fulfill the promise. No politician actually cares about every issue possible, and neither do you. I don't even care if he doesn't care as long as he actually keeps his word. That's what actually matters.
What a lot of people don't understand about Trump is that he has a father's heart and actually wants good for people.
