Allows you to record and auto-uploads to a hosting site... Was easy for me.

You can but it has to be an mp3 or wav.

I'm on Mac, latest update, and using Nostrgram - I just toggle the mic, say something, then it auto-uploads and functions. Maybe try updating/restarting?
