It’s because of their proximity to Seoul. Even before they had nukes, North Korea had enough conventional artillery pointed at Seoul to inflict massive casualties within hours. That threat aimed at South Korea’s capital and one of our key trade partners in the region has long deterred military action or regime change. The credibility of that threat bought the Kim regime 70 extra years of survival.
